Introducing our Election Manifesto 2026
Network4 brings together four of Aotearoa New Zealand’s largest primary health organisations to work collectively on shared priorities, strengthen primary care and improve health outcomes for all New Zealanders.
Working together

Network4, previously known as N4, brings together Pegasus Health, Pinnacle Group, ProCare and Tū Ora Compass Health.
Together, the four organisations support around 350 general practices and more than 1.8 million enrolled New Zealanders across urban, rural, Māori, Pacific peoples and high-needs communities.
By working collectively, Network4 brings together the experience, expertise, resources and reach of four of Aotearoa New Zealand’s largest PHOs. This allows us to align priorities, reduce duplication, share learning and work together on initiatives that can have greater impact than any one organisation could achieve alone. It also gives us a strong collective voice on the future of primary care.
Our Election Manifesto 2026

Primary care sits at the centre of a sustainable health system, but continues to operate in an environment of short-term funding, changing policy direction and increasing demand.
With our Election Manifesto 2026, Network4 is calling for a long-term direction that gives patients, clinicians and the wider health sector greater certainty and confidence to plan and invest for the future.
A long-term commitment to primary care including establishing a bipartisan 10-year strategy for primary care.
Sustainable funding that reflects the true cost of care.
Building a strong, sustainable primary care workforce.
Delivering more healthcare closer to home.
Providing technology in service of people by investing in nationally connected digital health systems that improve care and reduce administrative burden.
Together, these priorities are intended to support a health system that is more connected, equitable and sustainable.
This manifesto also reflects many of the priorities our own Pinnacle network told us matter most.
